… IT HAS BEEN A CHALLENGING YEAR FOR ALL THOSE WORKING IN IMPROVING THE ALBANIAN SOCIETY AS ONE PIECE FROM A CULTURE OF REACTION TO A CULTURE OF PREVENTION …

(...) Today, WE have an Albanian Rehabilitation Centre for Trauma and Torture – operating for 15 yeas designing and implementing programs aiming to contribute in building a democratic society WITHOUT use of torture in a country where strong political persecution has been seen for a long, almost 50 years period of the 20th century.

The year of 2009 has been very CHALLENGING for all of us; many developments were considered as one piece of the BIG puzzle of our multiphase commitments. ARCT has provided medical, psychosocial and legal services and professional expertise through MONITORING, publications, research and advocacy, partnership and co-operation between its allies and a determinant VOICE on civil society issues.

This REPORT completes the puzzle of contributions from a dedicated and multidisciplinary STAFF of lawyers, medical doctors, psychiatrists, psychologists, social workers, educators and journalists.

Through this report I would like to invite YOU in sharing our achievements and presenting our FUTURE priorities for the year 2010.

ARCT has pursued a leading role in advocating the CAT and OPCAT and is recognized within the Albanian political setting and civil society and is very often cited as a source of information by media and other institution.

PREVENTING TORTURE AND PROMOTING A SOCIAL CHANGE

  • We implement concrete actions to an effective implementation of the UNCAT and the OPCAT in Albania. Choosing the UNCAT and the OPCAT ensures an indisputable legal and political basis that helps to achieve sustainable results: (a) awareness raising on law reform to promote sustainable changes in attitudes and practices in places of detention, (b) monitoring of places of detention, proper documentation and public reporting (c) development of capacities and expertise for staff in related institutions, and (d) strengthen the position and role of civil society.
  • We provide monitoring, documentation of torture and ill-treatment, focusing both on legal and medical aspects; watch dog activities, education, and individual representation to the most vulnerable people deprived of their liberty. Our clients include victims of domestic violence who seek protection from batterers, seniors fighting to protect the Social Security payments and pensions they labored for years to earn, struggling mothers who do not receive the child support they desperately need, homeless families, immigrants, people with disabilities, those suffering from chronic diseases such as HIV/AIDS, and countless others who face overwhelming problems with potentially dire outcomes.
